What you did was right, and you will be punished

It seems the U.S. government is a little confused right now. Edward Snowden, who worked for the NSA, leaked details of a widespread, secret surveillance program headed by the federal government. We all know the story by now, but if you don't then read a little about it. It's very enlightening in regards to the trust the government has in its people and the trust the people of the U.S. should have in their government.
Fast forward to this past Friday (Aug 9), when President Obama suddenly grew a conscience and said that the NSA and CIA behavior Snowden revealed needs more oversight and transparency. So, Mr. Obama, how would this have ever been discovered - this need for transparency - without Snowden bursting our ignorance bubble? These actions taken by the NSA where "secret", controlled by the Foreign Intelligence Surveillance Court. They were not supposed to be talked about or revealed to anyone outside the government agency involved. It's obvious that there would have been no signal given forth that transparency or oversight were needed without Snowden doing what he did. Even Senators risking their careers to hint at these secrets did not accomplish this.
So it comes down to this: Prism is broken, an invasion of privacy of innocent people, previous attempts to fix it/warn citizens about it failed, and you charge the only person that set off needed change with espionage?
